The text presents Webfare as a model for transforming the economic value generated by users’ data into social welfare. Mauro Guerra explains that individual data have limited value, but when aggregated and processed, they can generate substantial economic returns. The proposal is therefore to create mechanisms that allow this value to support welfare and pension systems.
One possibility is to redirect fines imposed on major technology companies toward social security and introduce contribution obligations for Big Tech, similar to those of traditional employers. In Switzerland, digital activity could potentially generate pension credits for users, recognizing them as “prosumers” who both consume and produce digital value.
Ferraris describes Webfare as a third way between the US model, where platforms retain most of the value, and the Chinese model, where the state redistributes value but exercises extensive surveillance. The objective is to develop an autonomous system for data valorization and redistribution, particularly as automation reduces the role of traditional labour.
